Okay so a lot of you guys would like to know how to do this. It is very easy. So here it is. I am using PS-CS2 so if you are not you will have to see if you can do all of the steps with your program.
1.Open an image- any image will work even crappy blurry mistakes!!
2. resize here or resize at the end
3.Filter-Pixelate-Mezzotint-short strokes
4.Filter-Blur-Radial blur-amount: 100 /method: zoom /quality: good
5.Filter-Distort-Twirl-twirl either left or right (suggested amount is 136 to the right)
6.Layer-duplicate layer
7.Filter-Distort-Twirl-opposite to the above (suggested amount is -176 to the left)
8.In the layers pallet with the "backgound copy" selected, set the layer mode from normal to lighten
You can make changes anywhere if you would like. The suggested amounts are only suggestion and I have not used them most of the time. I found this as an action and have taken the directions from it. If you know how to make an action you can do so with this if you like.

Awesome effect! And thanks so much for the directions on how to do it! I have CS3 and truthfully, it kinda lays dormant. Life does get in the way, not too much time for fun study. But this inspires me. Just what I need to distract me from real life...Thanks again!

You call it EASY!???!! Well, I have PS-CS2 and nothing in this program is easy! :O I prefer to use Lightroom and Corel but I will have to give it a try because it looks amazing!!!!

@Magda: Well I haven't used Lightroom or Corel so I don't know anything about those programs. The only advantage with PS is so much is geared for it.
